FIATA Model Bilateral Agreement for Multiple Filing and Explanatory Note
Multiple filing possibilities provided under new pre-loading advance cargo information (PLACI) regimes around the world, such as the European Union’s Import Control System 2 Release 2 (ICS-2 Release 2), constitute important trade facilitation measures, whilst providing enhanced risk assessment possibilities to strengthen supply chain security through the submission of quality data. Extensive industry consultation has shown a clear demand for a model bilateral multiple filing agreement to clarify the respective roles and responsibilities between freight forwarders and air carriers where multiple filing is adopted. In this context, the FIATA launched the FIATA Model Bilateral Agreement for Multiple Filing (Model Agreement), which has been developed as a result of consultations with relevant stakeholders and experts from the airline and freight forwarding industry (multinationals and SMEs) for the benefit of the industry.
The Model Agreement therefore provides a basis for application in current and future PLACI regimes globally, including but not limited to ICS-2 Release 2, to clarify the roles and responsibilities of freight forwarders and air carriers and facilitate successful compliance with PLACI regimes given the multi-layered nature of the PLACI reporting requirements. The Model Agreement is accompanied by the Explanatory Note, which provides information on multiple filing and how the Model Agreement can be used within the air freight industry, including step-by-step information on how to get started with the implementation of the Model Agreement.
