Maritime: Freight Forwarders at the Table for Decarbonisation Dialogue
FIATA, represented by Dr Stéphane Graber, FIATA Director General, was honoured to take part as a guest speaker at the First Movers Coalition Day, organised by the World Economic Forum (WEF) and hosted in Geneva, Switzerland on 17 June 2025. The event gathered key industry leaders, including representatives from A.P. Møller-Maersk A/S; DP World; Hoegh Autoliners Inc.; Mitsui O.S.K. Lines, Ltd.; Wallenius Wilhelmsen Group; Trafigura; and others, to discuss the critical role of the private sector in driving maritime decarbonisation.
The perspective of freight forwarders was highly valued throughout the discussions. As the interface between shippers and carriers, freight forwarders are deeply impacted by any new environmental regulations that apply to shipping. It is therefore essential that their voice is part of the conversation, ensuring practical, implementable solutions across the supply chain.
The session focused on the forthcoming Greenhouse Gas (GHG) reduction measures being considered by the International Maritime Organization (IMO), which are expected to be approved in October 2025 as part of the revision to the International Convention for the Prevention of Pollution from Ships (MARPOL) Annex VI. In a complex regulatory landscape, with various net zero frameworks emerging from both the IMO and the European Union, participants stressed the importance of harmonisation, consistency, and transparency.
The presence of high-level figures such as Jan Dusík, Deputy Director General of the European Commission’s Directorate General for Climate Action, underscored the importance of collaboration between regulators and supply chain actors.
Decarbonisation has become a pressing, collective responsibility across the logistics sector. FIATA remains committed to equipping its Members for this transition through strategic partnerships, such as its ongoing collaboration with the Smart Freight Centre, and through the development of tools and projects that help freight forwarders embrace sustainability in a practical and meaningful way.

Cybersecurity: Why Cyber Resilience Is Crucial for Freight Forwarders
Cyber resilience has become a critical priority for freight forwarders as the industry undergoes rapid digital transformation. Technologies like Artificial Intelligence (AI), Internet of Thing (IoT), and electronic transport documents have enabled freight companies to modernise operations, improving automation, data sharing, and overall efficiency. However, this shift has also made the sector more vulnerable to cyber threats such as ransomware attacks, data breaches, and supply chain disruptions. Without strong cybersecurity measures, these threats could severely undermine the benefits of digitalisation and destabilise global trade flows.
FIATA contributed to a newly published article by the World Economic Forum (WEF) titled “Cyber resilience is now a top priority for freight forwarders”. The article outlines the growing cyber risks in the logistics sector and highlights the need for collaborative, industry-wide efforts to enhance resilience. It also spotlights challenges faced by small and medium-sized freight forwarders, and the importance of accessible tools, training, and partnerships in strengthening their defences.
FIATA is at the forefront of these efforts to support the logistics industry in ensuring a secure digital transition, mitigating cyber risks and enhancing operational resilience. This includes providing strategic guidance, equipping its Members with best practice tools such as the Cybersecurity Essentials Guide, and promoting the adoption of secure technologies like the electronic negotiable FIATA Multimodal Transport Bill of Lading (eFBL) to safeguard data integrity. FIATA will continue to provide guidance and practical tools to help its Members navigate the evolving digital landscape and build secure, future-ready supply chains.
FIATA Focus: Navigating Law in Freight & Logistics - Issue 8
The 8th issue of FIATA’s Legal Newsletter, FIATA Focus, is now available! This issue highlights the growing importance of freight forwarders in today’s evolving regulatory environment and the shifting legal framework of global logistics.
As governments implement pre-loading advance cargo information (PLACI) regimes, including the European Union’s Import Control System (ICS2), freight forwarders are increasingly recognised for the critical data they manage. The introduction of multiple filing options under ICS2 represents a significant development, enabling freight forwarders to submit house-level data directly and exercise greater control over compliance processes. With ICS2 Release 3 extending to transport modes beyond airfreight, it is essential for freight forwarders to prepare for the relevant compliance deadlines. In support of this transition, FIATA has developed a model industry agreement for multiple filing in airfreight, with a maritime version currently in preparation.
This edition also features important legal updates, including a recent Dutch court decision under the CMR Convention and a UK Supreme Court ruling on haulier liability. These cases reflect the ongoing shift in the role of freight forwarders from that of an agent to that of a contractual carrier, bringing new legal responsibilities and associated risks. In this context, effective contract management, clear allocation of liability, and strong operational practices in dealings with subcontractors and hauliers are increasingly important.
Staying informed of legal developments and regulatory changes is essential for freight forwarders seeking to maintain compliance and competitiveness in a rapidly changing global environment.
