Air freight: United industry response provided on proposed changes to U.S. Air Cargo Advance Screening (ACAS) programme
To address ongoing aviation security threats, U.S Customs and Border Protection (CBP) is amending its regulations pertaining to the Air Cargo Advance Screening (ACAS) programme to require the transmission of additional data elements. The ACAS programme aims to enhance the security of flights carrying cargo into the United States (US) by requiring the transmission of certain air cargo data and performing targeted risk assessments based on the transmitted data prior to an aircraft's departure for the US. These risk assessments are targeted at identifying and preventing high-risk air cargo from being loaded onto an aircraft that could pose a risk to an aircraft during flight. A public consultation was launched on the proposed US ACAS Interim Final Rule (IFR).
FIATA, together with CLECAT (European Association for Forwarding, Transport, Logistics and Customs Services) and the EEA (European Express Association), made a joint submission to the public consultation, which can be found here. The submission reflects the views and practical experience of global and European freight forwarders and express carriers and aims to contribute constructively to the ongoing dialogue with US CBP on the implementation and operational impact of ACAS requirements. In particular, it highlights key operational constraints that would be brought by the proposed ACAS requirements. FIATA continues to monitor developments in this area and to work closely with other industry stakeholders to ensure the industry voice is heard in the development of advance cargo information regimes around the world.
Safety and Security: Reminder - Decommissioning Selected ICS2 Messages
The European Commission Directorate-General for Taxation and Customs Union (DG TAXUD) has issued a final notice regarding the upcoming decommissioning of version 2 (v2) of certain ICS2 messages.
As previously communicated, v2 of a number of ICS2 Entry Summary Declaration (ENS)-related messages will be decommissioned as of 3 February 2026. From this date onwards, only version 3 (v3) messages will be accepted. Any ENS filings submitted using v2 messages that require amendment after the cut-off date will no longer be amendable and will need to be invalidated and re-lodged using the v3 message set.
Freight forwarders who are involved in ICS2 filings are strongly encouraged to contact their IT service providers and review their current message usage to ensure compliance and avoid ENS rejections after the cut-off date.

Customs: EU Ends De Minimis with EUR 3 Duty on Low-Value Parcels in 2026
The Council of the European Union has agreed to introduce a fixed customs duty of €3 on parcels valued at less than €150 entering the EU, with effect from 1 July 2026. The measure will apply mainly to e-commerce shipments and is intended as a temporary solution ahead of the entry into force of a permanent customs reform.
The duty will be charged on each individual item in a consignment and will cover goods sold by non-EU traders registered under the Import One-Stop Shop (IOSS) scheme, representing around 93 per cent of e-commerce flows into the EU. The Council highlighted concerns linked to unfair competition, fraud, consumer protection and environmental impact as key drivers behind the decision.
The measure is distinct from the proposed handling fee currently under discussion and will remain in place until the customs duty relief threshold is removed under the future framework, after which all goods under €150 will be subject to normal EU tariffs.
