Safety and Security: ICS2 - Updated “Stop Words” List Released by the European Commission
The European Commission has published an updated list of “Stop Words” under the Import Control System 2 (ICS2). These terms indicate poor data quality and may trigger automatic rejections of Entry Summary Declarations (ENS).
What is New?
The revised list now highlights which stop words are:
- Active and will result in rejections
- Temporarily disabled with no current impact
Economic Operators must check error messages and resubmit filings with accurate data. The updated list is available via the CIRCABC platform.
Why It Matters?
This development aligns with the joint Guidance Note on on Enhancing Data Quality and Information Exchange for the EU ICS2 Regime by FIATA and the Global Shippers Forum (GSF), which stresses the importance of high-quality, descriptive data to avoid delays and ensure compliance under ICS2.
Next Steps
- Access the updated stop words list
- Review the FIATA-GSF Data Quality Guidance Note
- Strengthen communication with clients on data accuracy
For any questions or feedback regarding ICS2 implementation, please do not hesitate to contact [email protected].
Multimodal Trade: Empowering Forwarders through Legal Innovation
The United Nations Commission on International Trade Law (UNCITRAL), through its Working Group VI, has developed a new convention on Negotiable Cargo Documents (NCDs): a key legal tool for the future of freight forwarding and modern supply chains. This new international instrument will provide a harmonised legal framework for negotiable transport documents, in both paper and electronic form, ensuring freight forwarders are equipped to operate confidently in an increasingly digital and multimodal landscape.
Why Does the NCD Convention Matter to Freight Forwarders?
The Convention reinforces the legal role of freight forwarders acting as carriers across all transport modes. Throughout the negotiations, FIATA worked with the Global Shippers Forum (GSF) and the ICC Banking Commission to successfully push back against proposals to limit the scope to maritime transport alone. The result is a truly multimodal framework that reflects the operational realities of global supply chains (see the joint submission here).
What Are the Benefits of the NCD Convention for the Industry?
As an opt-in framework, the NCD Convention delivers legal clarity and essential tools to help freight forwarders manage the challenges of modern supply chains.
Key benefits include:
- Legal recognition of negotiable multimodal documents, in both paper and electronic formats, including the FIATA electronic Bill of Lading (eFBL)
- A harmonised legal framework applicable across jurisdictions and all modes of transport
- Enhanced legal status for freight forwarders when acting as contractual carriers
- Clear, consistent rules for documents of title that integrate with existing transport liability regimes
What Can Association Members Do to Support the NCD Convention?
FIATA calls on Association Members to engage in the conversation and support adoption of the Convention.
Action points include:
- Raising awareness: Share information with your network on the value of the Convention.
- Engaging with national authorities: Advocate for adoption and ensure forwarders are included in consultations.
- Supporting capacity building: Ensure freight forwarders know how to make use of the new legal framework
FIATA stands ready to support with explanatory materials, technical input, and outreach tools. Help build a stronger legal framework for the future of global freight forwarding!
