Positive Developments in Syria's Logistical Operations - News from the Syrian International Freight Forwarding Association (SIFFA)

FIATA’s Association Member, SIFFA, has shared encouraging updates regarding logistical operations in Syria following recent events.


Damascus International Airport has resumed operations, with some airlines announcing the reactivation of their services. This marks a significant step forward after prolonged suspensions caused by economic sanctions and the Caesar Act.


Additionally, the reopening of the Bab Al-Hawa border crossing in northern Syria is a pivotal development, enabling the movement of goods through this route after years of closure.


The Nassib border crossing has also resumed customs activities, while Lattakia and Tartous Ports are back in service, with vessels operating as usual after temporary suspensions.


FIATA extends its best wishes to its Syrian members, hoping for strength and success as they navigate this period of transition.

Empowering Freight Forwarders: FIATA’s Role at Logimotion 2024

Logimotion 2024, 10-11 December in Dubai provided the industry a platform for advancing logistics and supply chain innovation. In addition, FIATA amplified the voice of its membership during a thought-provoking panel discussion exploring the transformative impact of IoT and digital twins on infrastructure development. Moderated by Nasser Massoud, the panel included the FIATA Director General alongside esteemed experts; Mohammad Jaber, Managing Director, Air & Sea and COO Abu Dhabi, DSV & DSV Solution; Zaid Hamzah, Executive Education Fellow, National University of Singapore, School of Computing, Singapore; and Mahmoud Ahmed Mohamed, Head of Commercial GCC, TAD Logistics and TAD Environment.
The discussion delved into real-time infrastructure monitoring, predictive maintenance, and project optimisation using digital twin technology, offering valuable insights to empower FIATA members in embracing innovation. As modern supply chains grow increasingly complex, adopting new technologies will necessitate the development of new skill sets and profiles, with an emphasis on highter technical proficiency. Cybersecurity along with data management and ownership, will be pivotal in driving this transformation.

FIATA unveils the success of 2 eFBL pilot transactions at the 45th UNCITRAL WG VI session in Vienna

The 45th session of the United Nations Commission on International Trade Law (UNCITRAL) Working Group VI on Negotiable Cargo Documents (NCD) took place on 9-13 December, during which 2 successful pilot transaction utilising the digital FIATA Multimodal Transport Bill of Lading (eFBL) were unveiled.

The pilot transactions tested the draft provisions of the UNCITRAL NCD Convention across key transport corridors. The first transaction was for the transportation of grain from Kazakhstan to China, using mostly rail transportation, and received successful bank financing. The second transaction was for the transportation of urea from Turkmenistan to Romania, using a fully multimodal route (sea, road, rail) via the Caspian Sea. Both transactions took place fully digitally, using the eFBL, and demonstrated the eFBL benefits of speed, security and trust for multimodal transportation. In particular, it was highlighted that the eFBL is extremely important for instances when the seller should exchange the document of title for payment without delay, as compared to lengthy paper processes, which is crucial for shorter transportation during which it is impossible to negotiate documents via traditional challenges. In addition, the pilot transactions demonstrated the importance of the eFBL standard for supply chain interoperability, noting that it is mapped according to UN/CEFACT data standards.

FIATA thanks the Greater Caspian Association, the Bank of China, TradeGo, CargoX, the UNCITRAL Secretariat, UN ESCAP and UN/CEFACT for their collaboration to make this pilot a great success. FIATA continues to work to strengthen and facilitate trade across global trade corridors through the eFBL, including working on reinforcing and harmonising the underlying legal framework through its work at the UNCITRAL on the draft NCD Convention.

FIATA participated in 43rd UN/CEFACT Forum in Rome, Advancing Digital Trade and Sustainability

On 10-12 December 2024, FIATA participated in the 43rd United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) Forum held at the National Council for Economics and Labour (CNEL) in Rome, Italy, contributing to discussions to drive digital transformation.

On the first day of the Forum, FIATA, represented by International Trade and Transport Officer, Ms Anastasiia Filipovska highlighted its work and efforts towards the new United Nations Commission on International Trade Law (UNCITRAL) Negotiable Cargo Document (NCD) Convention and showcased two pilot projects demonstrating the use of the FIATA Digital Multimodal Transport Bill of Lading (eFBL) under its provisions. The pilot projects demonstrated how negotiable electronic records can improve trade efficiency and reliability, particularly benefiting the Central Asia region where multimodal transportation is the backbone of the trade and economy.

On the second day, FIATA presented its digital efforts and eFBL solution, mapped in alignment with the UN/CEFACT Multimodal Transport Reference Data Model (MMT) Standards, as a practical example of implementing UN/CEFACT standards. The use of the eFBL allows the seamless digital exchange between freight forwarders and industry stakeholders. 
 
The Forum, with over 200 participants from over 50 territories, served as a global platform for dialogue among UN experts, policymakers, and stakeholders. Featuring 20 interactive discussions and 3 policy dialogues, it reinforced the importance of regional and global dialogue while advancing climate and sustainability goals.

FIATA is honoured to present its developments during this inaugural bi-annual meeting and to continue its longstanding collaboration with the United Nations Economic Commission for Europe (UNECE) and UN/CEFACT on the number of projects to facilitate global digital trade.

FIATA at the 65th United Nations Sub-Committee of Experts on Dangerous Goods

The 65th United Nations Sub-Committee of Experts on Dangerous Goods (UN TDG) took place in Geneva from 25 November to 3 December 2024 where FIATA was represented by Mr Chenfeng Shen, ABSS Delegate. The event marked the conclusion of discussions for the upcoming edition of the "Orange Book" regulations on dangerous goods. This session was crucial, as proposed amendments needed adoption to be included in the 24th edition.

Key decisions included:

  • Lithium Batteries: Updates to testing protocols and definitions under Section 38.3 of the Manual of Tests and Criteria were adopted. However, discussions on a new hazard-based identification system for lithium cells and batteries revealed divided opinions due to potential burdens on consignors.
  • Transport Provisions: Amendments were approved for packing instructions (P903) related to large lithium cells with robust outer casings, and proper shipping names for UN 3536 were clarified.
  • Miscellaneous Provisions: Special Provision 388 was amended to include nickel metal hydride batteries, aligning maritime-specific requirements.
