FIATA Secretary General explains proposed amendments to FIATA Statutes ahead of Statutory General Meeting
FIATA has shared the agenda and supporting documents for the upcoming Statutory General Meeting. It contains motions to amend the FIATA Statutes. The Statutes provide the key principles of FIATA’s purpose and governance, which together with the FIATA Rules of Procedure, constitute the overarching rules and regulations of the Federation. As the ultimate source of reference for the Federation, it is crucial that the Statutes are accurate and well-maintained to avoid any ambiguity in their application. As such, certain amendments will be brought to the upcoming Statutory General Meeting on 30 June 2023 to correct spelling and grammatical errors, and to ensure consistency and accuracy in the Statutes.

The amendments include corrections to the Statutes to ensure that all activities concerning the grant of FIATA positions take place at the biennial Electoral General Meeting, as approved at the General Meeting 2022, in line with the two-year terms of FIATA positions which coincide with the FIATA World Congress. In addition, amendments are proposed to ensure consistency in the terminology used in the FIATA Statutes, such as to ensure gender-neutral language in line with the FIATA Brand Guidelines, and to align with longstanding practice of FIATA at the FIATA World Congress as reflected in the FIATA Congress Protocol.

Delegates and participants are welcome to follow the Statutory General Meeting on 30 June and reach out to the HQ Team if any support is required.

The United Nations Economic and Social Commission for Asia and the Pacific, UNESCAP, will be hosting a Regional Conference for Logistics Service Providers at the same venue on 13 of July, as indicated in the RAP Field Meeting Programme.

The objective of the UNESCAP event is to provide an inclusive platform for logistics service providers in Asia and the Pacific to share knowledge and experience, discuss emerging issues and promote the development of efficient and resilient logistics services in the region. UNESCAP has a rich history of hosting similar events in the past in Thailand, Indonesia, Sri Lanka, China, India and the Republic of Korea.

FIATA joins other key stakeholders in PLACI and ICS2 discussions in Geneva
Earlier this month, FIATA participated in the IATA PLACI Compliance Requirements Session in Geneva, featuring in the panel session on 'Freight Forwarders' implementation experience & challenges'. During the session, FIATA presented the readiness of freight forwarders globally for the recently implemented PLACI regulation in the European Union (EU) ICS2 Release II for air cargo.

FIATA emphasised the importance of developing a bilateral agreement between air carriers and freight forwarders to define responsibilities and liabilities in the self-filing scenario. This agreement would clarify the responsibilities and liabilities between the stakeholders when a freight forwarder chooses to provide house-level information directly to customs. As the global industry body, FIATA has led this work and brought together a diverse group of freight forwarders and air carriers to collaborate on the content of a bilateral agreement, which will be applicable not only for the EU ICS2, but for any other PLACI regime.

Additionally, FIATA shared the results of a recent survey highlighting a lack of awareness regarding ICS2 in the industry. The importance of raising awareness not only among EU members, but also among non-EU members who are lacking the information was stressed. FIATA highlighted to the participants that not all freight forwarders have contacted or came to an agreement with air carriers to make arrangements for submitting ENS data. Therefore, FIATA underscores the need to establish reliable communication channels and clear protocols for information exchange between freight forwarders and air carriers.

FIATA remains active in supporting its members in implementing the ICS2 regulation, and thanks IATA for organising this event, which served as a platform for the freight forwarders and air carriers to exchange ideas and address challenges together.

If you would like to know more about this new regulation, please check the FIATA Quick Guide here, and find more information at the EU Commission page here.
